The appropriate nonrated codes (that is, Q for lack of rater qualification, S for school, and I for in transit) will be used for the nonrated periods captured on the evaluation. The “Thru” date will include 90 rated days. The “From” date on the “Extended Annual” report would be the day after the “Thru” date of the last OER or NCOER. (1) When the rated Soldier has accumulated more than 10 months of consecutive nonrated time since the “Thru” date of the last completed OER or NCOER in the Soldier’s AMHRR, an “Extended Annual” report may be rendered when the rated Soldier has served in the same duty position under the same rater for 90 days. An optional “Extended Annual” report may be prepared under unique circumstances. While digging through the regulation in order to support the extended annual to my 1SG (who wants to do an annual from SEP 2020 - SEP 2021 leaving me 2 months un-rated time before I leave) I found in AR 623-3 para 3-43: Based on that, my understanding was that the best course of action for my current evaluation period would be to do an extended annual NCOER covering from the end of the last AER in SEP 2020 through my DEROS in NOV 2021, giving me 365 days rated time but also covering the gap from SEP to NOV 2020. So I had always been briefed that if you receive a 1059 during a rated period it just counts as unrated time, but if it's between rated periods then the AER takes the place of your NCOER and that time period does not have to be accounted for in an NCOER. I then PCS'ed to Korea and arrived in November. I arrived at DLI in May and had a 1059 AER covering from JUN 2019 to JUN 2020 and another from JUN to SEP 2020. I PCS'ed in April 2019 and received a change of rater NCOER. I'm just wondering what experience some of you may have with extensive periods of unrated time and how it effects NCOERs.
